Hitching Post Housing Project Status Status

June 2025 – We received approval for our Development Plan for the site from the Town Council on June 2nd and are now able to log our building permit application for review by the Building Department. The SJH BOT approved not to exceed $2.5MM in May for work including demolition, grading, and excavation to ensure the project remains on schedule, with the remaining project cost to be reviewed for approval later this year. Our Hitching Post project has commenced in earnest, with buildings beginning to be relocated off the site starting in the second week of May. The relocation of the salvageable structures from the site will run through the end of July, after which full demolition activities will ensue. Demolition will give way to excavation starting in late summer, with construction of the new building to begin this fall.

Important staff feedback early in the design process was integral to the building’s final design, which is centered around livability of the building and units. That feedback includes the importance of 2BR units as the primary unit type, storage cages in the subterranean level, large windows for natural light, excellent sound attenuation between units, residential amenities, and a snow melt system to provide for safety, mitigation of noise from plowing, and eliminating snow piles taking up parking spaces during the winter.

We are currently anticipating completion of the project during the winter of 2027-28.

May 2025 – Eighteen structures—ranging from small storage units to housing buildings, several more than 50 years old—were carefully dismantled and relocated. As of December 2024, next steps include:

  • Integrating the Town of Jackson Design Review Committee’s feedback into design development
  • Formal Conceptual DRC Review
  • Final DRC Review
  • Submit the required Sketch & Development Plan
  • Submit Building Permit application

Shaw Construction has been selected as General Contractor.

BlueLine Development has been engaged as a developer partner. Shopworks has been engaged as project architect, and they will work with a local architect.

Number of units and total project cost are being finalized. Number of units is being approximated at 65-70. On-call rooms have moved from the original HP design to the old Living Center on the health system campus. Patient and family overnight rooms will be provided at another SJH-managed town property.

In June 2024, architects from ShopWorks conducted in-person interviews with numerous SJH team members who live in, or previously lived in, SJH housing. These sessions provided staff with the opportunity to reflect on their needs and hopes for the Hitching Post. The input received from employees will help inform the design of the building, the units, and the outdoor spaces. It is notable that there were numerous references to:

  • The desire for noise isolation, privacy, and a place to find some peace and quiet after a long day.
  • The need for onsite storage and durability of appliances and finishes.
  • How best to activate outdoor spaces for socialization as well as physical activity and respite.

Over the summer, SJH administrative staff and members of the board Finance, IT, and Facilities Committee worked with developer partner BlueLine on the RFP process to identify a General Contractor (GC) for the project. Four submissions were received, and two of the applicants participated in a rigorous evaluation process. At the August public board meeting of the Board of Trustees, the Trustees voted to accept the recommendation of the Finance, IT, and Facilities Committee to engage Shaw Construction for the pre-construction phase of the project. Among the merits of the Shaw Construction application was its strong track record of working in the community to bring in similar projects on time and on budget.

  • SPET funding has been approved
  • INSPYRE has been selected as the Owner’s Representative
  • Interviews have been conducted with the two finalist Design/Build firms and questions have been submitted by the Owner’s Representative to each firm
  • Final recommendation was presented to the Board of Trustees
